SAIC is seeking a highly motivated and experienced  Solutions Proposal Manager to support our customer in California. In this role, you will be responsible for the development of new and expanded solutions and proposals for the County of Orange program.  You will integrate with the program teams supporting datacenter, applications, desktop, network, voice, security and service desk to learn how SAIC interfaces with our customers within the County.  You will also spend time working closely with our SAIC business relations managers and our Orange County counterparts learning about the priorities and directives the County has for the development of their services.  You will help the SAIC program teams identify and develop solutions that fit the County priorities and will work closely with the SAIC Program Manager and his leadership team to report on new and ongoing proposals and will help expand and deliver on these new services.

The ideal candidate will have a history of leading, composing, and winning technical proposal efforts for evaluation. The candidate will understand the technical process and how to best support our customers.

Roles and Responsibilities

The candidate will:

  • Develop and recommend detailed, innovative solutions approaches that implement a technical "vision" to ensure customer mission success
  • Partner with Accounts and customer stakeholders to identify opportunities, mature opportunity definition, and capture solution objectives
  • Coordinate with technical leaders to develop requirements, analysis and engineering related to system architecture, system interfaces, data architectures, system integration, operational performance analysis, and life cycle cost and estimation procedures.
  • Coordinate activities of engineering leads and/or SMEs to develop and deliver solutions in proposal phase and in contract execution
  • Ensure the logical and systematic conversion of requirements into total systems solutions that address technical, schedule, cost, and customer organizational constraints
  • Support technical review and assessment of readiness of technical solutions in formal and informal reviews
  • Integrate security and compliance of solutions through the development life cycle

Qualifications

Required Education & Experience

  • Bachelor's degree in Computer Science, Engineering, or Information Security or equivalent and 14 years or more of related experience; Masters and 12 years or more experience; may accept an additional 4 years of experience in lieu of a Bachelors degree.
  • Minimum ten (10) years of solutions development and implementation
  • Minimum five (5) years of technical team leadership of high-performance teams
  • Must have successful experience bidding and winning work with Civilian Government agencies or the equivalent
  • Advanced knowledge of software engineering principles, methods, and techniques to include Agile/Scrum, SAFe/Agile, DevSecOps, and Continuous Integration/Continuous Delivery (CI/CD) methods
  • Hands-on experience in solution development in capture and proposal environments and implementing solutions in ongoing programs, including delivery of the final product
  • Must have excellent communication and writing skills with the ability to produce finished content for delivery to customers, and meet with them regarding SAIC's capabilities, services and solutions.  This also includes proposal development, writing, and reviewing skills and working effectively with account management. 
  • Must have a track record of working in a team-based environment through effective collaboration with multiple (pre-sales or pre-award) disciplines including, but not limited to; account management, business development, capture, proposal, pricing, competitive intelligence, contracts, subcontracting/vendor management, program management, recruiting, solution & product development, and other team members involved in optimizing our proposed solutions.
  • Must be able to multi-task across several concurrent efforts.
  • Must be able to identify technical staff skills to support pre-award activities.
  • Must be able to lead and coordinate work assignments of the account, proposal, technical, and support team members throughout the pre-award process.
  • Must have ability to empower and grow subordinates as well as communicate effectively to senior and executive management

Target salary range: $120,001 - $160,000. The estimate displayed represents the typical salary range for this position based on experience and other factors.
