Ramsey County is now recruiting qualified candidates to fill two IPR Supervisor positions within Enterprise Services. These positions are designated primarily onsite and in-person, with some remote flexibility and will rotate working at Ramsey County Service Centers. These roles are critical to the ongoing success of the service centers, ensuring smooth day-to-day operations, and contributing to long-term improvements. Both positions will involve supervision of staff, but each has its own area of focus and responsibility. The IPR Supervisor position are separated into two areas of focus. Supervisor of Navigator Services will focus more on supervision of day-to-day operations and oversee the daily activities within the service centers, ensuring that residents' needs are addressed promptly and effectively. Supervisor of Service Center Operations will focus on overall service center operations with emphasis on project management and ensuring seamless integration of service delivery and efficient workflows.


Information and Public Records (IPR) Supervisors ensure seamless resident facing operations.  If assigned to Enterprise and Administrative Services, supervise Service Center Navigators at multiple locations charged with providing comprehensive assistance to connect residents to programs across the organization and within the community. If assigned Property Tax, Records, and Election Services, supervise front line customer service staff by providing operational support for tax, assessing, recording, and delinquent processes.

  1. Promote a diverse, culturally competent, and respectful workplace. 
  2. Design, develop and maintain a customer friendly work environment where front-line employees are empowered to deliver services in accordance with the County Board’s vision of providing effective and efficient operations that put residents first.
  3. Train, mentor, measure and coach employees on customer service techniques and attitudes to increase both employee and customer satisfaction in each interaction.
  4. Conduct employee performance evaluations and develop plans with each employee to increase technical, customer service and interpersonal skills to maximize employee effectiveness and potential for job advancement and to participate in disciplinary actions as required.
  5. Schedule, assign and evaluate the work process within the unit to improve the quality of services and p rovide functional support to the departments various divisions.
  6. Assure staff adherence to the Ramsey County Code of Ethics and other standards of performance specified by law or regulation; consult with staff and leaders across the county to resolve problems that directly affect resident services and benefits; recommend service alternatives that comply with policy, align with best practices and ensure quality of service delivery. 
  7. Conduct special studies, projects and surveys as needed, and draft written policy and procedural material for programs, and/or services to improve the well-being of residents, design new forms and notices, and complete written and oral reports as requested. 
  8. Present information and communicate regularly to employees and management to strengthen operations, workflows, and current services to residents; regularly assist in building a collaborative work environment.
  9. To serve a link between front-line staff and management; to receive complaints and resolve problems.
  10. To participate in the hiring and training of new employees, including the planning preparation and implementation of hiring and training.
  11. Assist in the design and implementation of delivery systems, technology, and work processes that will improve effectiveness of the unit to meet state and federal requirements; and to perform related work as assigned.

 

Enterprise and Administrative Services

  1. Supervise navigators in multiple service center locations by conducting case consultations and unit meetings.
  2. Serve as a liaison with internal and external partners, representatives of public, community organizations, and social service agencies present information concerning Ramsey County services and programs.
  3. Work directly with service vendors and other social service agencies to coordinate projects and services to produce desired outcomes.
  4. Participate in the department evaluation efforts by planning collecting, analyzing, and interpreting statistical data. Communicate findings to management regarding services for planning purposes.
  5. Provide guidance to staff regarding social service needs of residents to identify appropriate resources for referral to other social service agencies.
  6. Provide assessment and intervention through direct contact with residents, develop a plan to provide services which include, assessment, client-centered advocacy, client education, consultation, crisis intervention, and referral.
  7. Engage and partner with community organizations to increase access to Ramsey County programs and reduce disparate outcomes for underserved Ramsey County populations.
  8. Develop recommendations for review by the Enterprise Service Manager on methods for implementation of changes in federal, state or local laws, regulations and policies affecting target population served based on operational experience and impact on residents and diverse populations.

ESSENTIAL FUNCTIONS: 1,2,3,4,5,6,7,8,9,10,11.

Education: Bachelor’s degree, in social/behavioral science, or related field. 

 

Experience: Three  years of experience related to the area assigned: human services, social services, customer service, land records/recording cash management, accounting, government finance and/or collections , and/or support line of business applications.

 

Substitution: Four years of additional related experience in area assigned  may substitute for a bachelor’s degree on a year-for-year basis. 

 

Certifications/Licensure: None.

The examination process will consist of the following section with each section weighted as indicated:

  • Training and Experience Rating = 100% 
The examination for Supervisor Information and Public Records Administration   will consist of a training and experience rating, comprised of the questions in the attached supplemental questionnaire. Not all applicants who meet the minimum qualifications will pass the training and experience rating. The rating on this supplemental questionnaire will depend on your answers to the questions – do not mark “see resume” or “see work history” as a response. Please answer all your questions clearly and completely. Failure to respond could affect your score and final rank on this examination.
 
Eligible List:   The names of all applicants who filled out a properly completed application and passed the examination/scree ning process shall be placed on the eligible list for an employment opportunity as a Supervisor Information and Public Records Administration. This list will be certified to the appointing authority which may use this list to conduct interviews to fill a vacancy. Candidates will remain on the list for 90 days or until hired, whichever occurs first. A notice will be sent to applicants at the time the eligible list is posted, informing them that the list has been certified and their status. 

The names of all applicants who pass the examination with a score of 60% or higher will be forwarded to the department for further consider.

Veteran's Preference:  This is a classified position requiring an open, competitive selection process. Veteran's Preference points will be applied after a candidate passes the examination process. Applicants who are eligible for veteran's preference should update their veteran's DD214, and other supporting documents, and submit them as an attachment at the time of application.

This means that Ramsey County will provide the Social Security Administration (SSA) and, if necessary, the Department of Homeland Security (DHS), with information from each new employee's Form I-9 to confirm work authorization.
