RESEARCH DIVISION

SENIOR POLICY ANALYST

Carson City or Las Vegas, Nevada

Salary up to $131,711 (employee/employer paid retirement plan)

The Legislative Counsel Bureau (LCB) is seeking a diverse pool of qualified applicants for the position of Senior Policy Analyst within the Research Division. The LCB is a nonpartisan, legislative service agency that provides professional, technical and administrative support to the Nevada Legislature, which convenes biennially in odd-numbered years for 120-day sessions and for rare special sessions during the interim periods. The Research Division provides high-quality policy analysis, research and assistance to the Nevada Legislature, individual legislators, legislative committees and constituents. This is a permanent, unclassified, full-time position located in Carson City or Las Vegas, Nevada.

Position Description: Under limited supervision, the Senior Policy Analyst will perform in-depth policy analysis and quick-response research on various subjects at the request of legislators, legislative committees and sometimes constituents. Responsibilities of the Senior Policy Analyst may include, without limitation:

· Providing primary staff assistance to policy committees of the Nevada Legislature, both during and between legislative sessions, including working with committee chairs to plan agendas, identify speakers and presenters, coordinate meeting logistics, and present before legislative committees on topics of interest to the committees;

· Preparing in-depth research papers, reports, policy publications and recommendations of legislative study committees;

  • Conducting statistical analyses on various subjects;

· Drafting speeches and bill testimony, preparing committee materials and legislation summaries, and compiling other written materials and research memoranda as required;

· Responding to inquiries regarding Nevada government, Nevada laws, constituent concerns, other state and counterpart agencies, national associations, public officials in other states and the federal government;

· Serving as a member, staff or liaison to national organizations when assigned; and

· Performing other duties as assigned.

Minimum Qualifications: The Senior Policy Analyst will be selected with special preference given to the candidate’s training, experience and aptitude in the field of public policy analysis and research. A qualified candidate must have: (1) a master’s degree or other advanced degree from an accredited college or university; and (2) at least 2 years of experience in public policy analysis and research.

The ideal candidate will demonstrate:

  • Exceptional written and verbal communication skills, including the ability to convey complex information in easily understandable terms for general audiences;
  • Broad knowledge of academic, government and private research resources and formal research techniques, including basic computer applications to quickly and accurately assemble and analyze information, and organize and display statistical data;
  • The ability to collaborate with diverse individuals without personal bias;
  • The ability to work under time pressure to produce a substantial volume of high-quality work product;
  • A thorough understanding of the importance of maintaining discretion, nonpartisanship, and strict confidentiality; and
  • The ability to embrace and adjust to changes in the work environment.

Salary: The annual salary for this position is based on a Grade 42, which has a salary range of $87,570 to $131,711 under the employee/employer-paid retirement option. An employer-paid contribution plan is also available with a reduced salary in lieu of an employee contribution. Actual starting salary will be based on experience.

Working Conditions: The work is performed in a typical office environment. Overtime is required during legislative sessions and certain other periods as necessary to meet the demands of the Legislature. Occasional overnight in-state and out-of-state travel may be required. Such travel may be outside normal business hours.
