JOB SUMMARY: PUBLIC SAFETY COMMUNICATIONS MANAGER
Responsible for overseeing the personnel and the day-to-day operations of the Public Safety Communications Department.
ESSENTIAL JOB FUNCTIONS
- Manages the day-to-day operations of the Communications Center.
- Monitors the shift scheduling to ensure the shifts are adequately staffed and that there is no unnecessary overtime.
- Administers portions of the CAD system in conjunction with Information Technology.
- Oversees the Dispatch Training Program.
- Oversees Quality Assurance Program to ensure continuous improvement of the service provided to the citizens and first responders. Identifies opportunities for improvement and training needs required for the staff to stay abreast of ongoing industry changes.
- Reviews, maintains, and evaluates employee performance, which includes recognizing employees for a job well done and coaching employees when the performance is not in line with expectations.
- Initiates disciplinary actions when coaching or counseling employees has failed to improve the performance of the employee or when an employee has violated the policies and procedures, standard operating guidelines, and the Employee Handbook.
- Collaborates with Professional Standards Coordinator to create and maintain standard operating guidelines and any administrative directives.

- Assists Public Safety Communications Director with budget development and budget expenditures for the communications division.
- Assists with the development of a strategic plan for communications, including recommendations for the purchase of new communications equipment, additional telephone lines and staffing needs.
- Monitors the overtime and ensure shifts are staffed without unnecessary overtime without jeopardizing the operational readiness of the center.
- Ensures timely and professional response to all requests for Law, Fire, EMS, or other emergency services personnel regarding support activities.
- Ensures cleanliness of the communications center to include routine maintenance of the restrooms and clean-up of any accidents that may occur.
- Coordinates information between emergency and non-emergency agencies involved in communications including the County Sheriff's Office, Fire Rescue, local hospitals, Forestry, City of Ocala Fire and Police Departments, 911 Management, and Information Systems.
- Provides reports when needed from various programs including Central Square, Vesta analytics, Aqua.
- Presents on relevant topics to senior staff of both County Fire Rescue and the County Sheriff's Office.
- Provides education on the use of 911 and the functions of 911 to citizens of the County and other agencies and departments.
- Provides excellent customer service to members of the general public and other County employees.
- Personal contact occurs with other employees of the unit, employees of other departments in the County, citizens, and customers of the department.
- Service is provided in person or by phone contact.

- Performs other related job duties as assigned.
SUPERVISION
This position is responsible for directly and regularly supervising the work of a relatively small group of employees (five or more), to include shift supervisors. This includes assigning, directing, evaluating, and reviewing work of subordinate employees. Responsibilities include providing on the job training; evaluating job performance; recommending selection of new staff members, promotions, status changes, discipline; planning, scheduling, and coordinating work operations.
QUALIFICATIONS
Education and Experience:
- Bachelor's degree in relevant field or equivalent; PLUS Seven (7) years' related experience;
- OR an equivalent combination of education and experience.
Licenses or Certifications:
- Possession of a valid, State of Florida driver's license required for travel. Requirement exists at the time of hire and as a condition of continued employment.
- 911 Public Safety Telecommunicator by the State of Florida and Full-Access Criminal Justice Information Services (CJIS).
- CPR, Emergency Medical Dispatch (EMD), Emergency Fire Dispatch (EFD), Emergency Police Dispatch (EPD), and EPD Quality Assurance certifications.
KNOWLEDGE, SKILLS AND ABILITIES
- Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals.
- Ability to write routine reports and correspondence.
- Ability to speak one-on-one with customers and employees of the organization.
- Ability to add and subtract two-digit numbers and to multiply and divide with tens and one hundreds.
- Ability to perform these operations using units of American money and weight measurement, volume, and distance.

- Knowledge of law enforcement and fire rescue procedures and equipment.
- Ability to advise department leadership and employees on public records disclosures and relative statues and laws, injunctions management, and elements of interagency policy and processes.
