Job Description

Entrust Community Services is seeking a dedicated Program Manager. 

The Program Operations Manager is responsible for managing and directing the operations of assigned units, including program service delivery, marketing, commercial sales, facilities, financial budgeting, and public relations. This role works closely with the Program Director to implement strategies for achieving business growth and profit goals. The manager will oversee compliance with local, state, and federal laws, contracts, accreditations, and grant requirements, while providing direction for the team and contributing to policy and strategic planning.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Collaborate with the Program Director to establish policies and objectives aligned with CEO and Board directives.
  • Serve as part of the management team to plan business objectives, develop policies, and coordinate departmental functions.
  • Direct the day-to-day activities of assigned programs to implement policies and strategies in alignment with the organization’s mission and goals.
  • Supervise and train staff, interpret policies, oversee grievances, and manage hiring, termination, and staff evaluations.
  • Recommend staffing changes and ensure performance evaluations are completed on time.
  • Contribute to the development of the organization’s budget, monitor monthly financials, and adjust plans as needed to meet financial targets.
  • Prepare and submit responses to Requests for Qualifications (RFQs), service bids, and other business opportunities.
  • Promote a proactive safety program and ensure compliance with safety standards beyond WISHA and OSHA requirements.

MARGINAL DUTIES AND RESPONSIBILITIES

  • Assist with fundraising and community relations activities as needed.
  • Support staff development activities and provide coverage during staff absences.
  • Conduct tours and represent the agency in public forums as required.

QUALIFICATIONS

To be successful in this role, candidates must meet the following qualifications:

Thorough Knowledge of:

  • Disabilities, mental illness, poverty-related challenges.
  • Budget preparation and financial management.
  • Federal, state, and local laws related to developmental disabilities, Medicaid, and rehabilitation.
  • Individual Program Planning Process and accreditation standards (e.g., CARF).
  • Safety regulations and procedures.

Ability to:

  • Analyze and resolve operational issues and develop corrective strategies.
  • Plan and execute strategic initiatives for the business.
  • Communicate effectively with staff, stakeholders, and the public, both in writing and verbally.
  • Manage multiple priorities and make decisions in complex situations.
  • Interpret technical documents and deliver presentations to groups.

Demonstrated Proficiency in:

  • Managing day-to-day program operations and staff training.
  • Public relations, problem-solving, and completing tasks within deadlines.

EDUCATION and EXPERIENCE

  • Bachelor's degree in Human Resource Management, Administration, Business, or a related field is preferred.
  • Minimum of five years of progressively responsible experience managing rehabilitation programs.

CERTIFICATES, LICENSES, REGISTRATIONS

  • Current First Aid/CPR certification preferred.
  • Valid Washington State Driver’s License.
  • Proof of automobile insurance.

OTHER REQUIREMENTS

  • Ability to pass a Washington State Background Check and company-mandated drug screening.
  • Does not pose a direct threat to the health and safety of self or others.

PHYSICAL DEMANDS

  • Regularly required to sit and use hands to operate office equipment.
  • Occasionally required to stand, walk, reach, and lift up to 10 pounds.
  • Specific vision abilities include close vision, color vision, and depth perception.

WORK ENVIRONMENT

  • Office setting with occasional travel required.
  • The noise level is typically quiet.
