This position provides hybrid telework opportunities, with employees required to work in-person at least two days per week.

The California Department of Human Resources (CalHR) Workforce Development Division is recruiting for a highly skilled and motivated individual to join our team. The Staff Services Manager I (Specialist) leads the Business Planning function (e.g., organizational development planning such as assessing needs and readiness, action planning and implementation, monitoring and evaluation) as part of the Statewide Organizational Development Program. Positions at CalHR may be eligible for partial telework based on the operational needs of the position.

Under the general direction of the Staff Services Manager II (Managerial), the Staff Services  Manager I (Specialist) leads the Business Planning function as part of the Statewide  Organizational Development Program in the Workforce Development Division.

Special Requirements

2. Describe your communication skills, both verbal and written. Provide relevant examples that demonstrate how you communicate to diverse audiences across multiple platforms (e.g., developing and delivering technical guidance in a narrative format, communicating with data).
3. Describe your experience in coordinating with partnering organizations and providing technical guidance as a subject matter expert.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

  • Experience providing subject matter expertise, technical guidance, and delivering presentations (e.g., delivering training)
  • Experience collecting and compiling data, editing and writing web content, technical guidance (e.g., work processes), developing training, and marketing collateral
  • Knowledge of laws, rules, policies, and practices related to human resources and labor relations in state government
  • Knowledge of and/or experience with organizational development (e.g., organizational development planning, strategic planning, business planning, action planning, results oriented management, objectives and key results, key performance indicators, etc.)
  • Ability to coordinate with partner organizations and to be diplomatic, service-oriented, and collaborate well with peers, colleagues, managers, staff, and customers
  • Ability to adjust to new and changing priorities
  • Strong verbal communication and written communication skills
