Job Description

At least ten years of experience performing work that is similar in scope to the work described below:

- Review drawings, specifications, design documents, Non-conformance Reports (NCRs), Field Change Requests (FCRs), Corrective Action Reports (CARs), and Requests for information (RFI) processes. Provide input to the evaluation of the appropriateness and completeness of these products to the Federal Project Director (FPD).

- Provide expertise and recommendations to FPDs in planning, managing, and executing construction activities in operating nuclear facilities and in the implementation of DOE specific design, safety, commissioning and operating requirements.

- Evaluate work and design packages for cost reasonableness and provide recommendations to the Government, facilitate resolution of technical issues between facility operator, the project personnel and NNSA.

- Assist the Government with field oversight of construction activities, ensure work control processes and procedures are effectively implemented and optimized, and that work is safely and effectively coordinated with the facility operations team.

- Participate and assist the Government in oversight activities in the testing, commissioning and transition to operations of various mechanical and glove box systems in the operating facility and provide input to the FPD in these areas.

AND at least ten years of experience performing work that is similar in scope to the work described below:

- Construction management/project management for all activities related to this contract.

- Baseline development and management, and oversight of performance of these activities by others.

- Constructability Reviews - Independent and structured reviews of construction bid documents to make certain the work requirements are clear, and documents are coordinated.

- Assist the M&O in bidding, construction, and project administration to minimize cost and schedule impacts to the project.

- Change control management and execution, and oversight of performance of these activities by others.

- Project performance analysis and reporting, and oversight of performance of these activities by others.

- Risk management analysis, and oversight of performance of these activities by others.

- Value Engineering Studies - Reviews of projects' designs and construction plans for the purpose of enhancing value for the Government.

- Quality Assurance - Assist the Federal Team in verifying the M&O Contractor quality control construction activities are performed according to the approved drawings, specifications, and procedures. Particular emphasis will be required for determining compliance with NRC/DOE Nuclear Quality requirements (NQA-1).

- Safety in Design - Provide oversight of safety documentation, processes, and procedures necessary for the execution of DOE/NNSA projects. This includes the requirement for specific subject matter expertise in relation to Nuclear Safety policies and requirements as they apply to designing, constructing, and operating NNSA nuclear facilities.

- Construction Safety - Provide construction plan reviews and site inspections to determine compliance with safety requirements, particularly where nuclear facility construction is planned, or taking place.

- Acquisition Oversight - Assist the Federal Team in overseeing the M&O acquisition of materials and systems for LANL and all other NNSA site projects. Of particular importance will be the monitoring of materials and systems acquired under requirements for NQA-1 nuclear quality and/or Commercial Grade Dedication (NQA-1 equivalent).

- Perform resource and staffing analyses to ensure that project staffing levels and expertise are commensurate with project requirements.

- Close-out Support - Review and provide assistance for Readiness Assessment, Management Self Assessments, other commissioning activities and final turnover as required by DOE Orders and per established DOE processes and procedures.

- The Contractor shall prepare updates to existing procedures/guidelines or new procedures/guidelines for Self-Assessments oversight of work on NNSA projects.

Requirements

Experience at a NNSA or DOE nuclear site preferred

Current DOE Q Clearance or be able to obtain/maintain a Q Clearance
