DESCRIPTION OF PROJECT AND TASKS:
The Transportation Security Administration (TSA) Office of Information Technology (OIT) - Application Development Division (ADD) has a requirement for Flexible Agile Scalable Team (FAST) to support multiple Agile teams to support Agile design, development, and sustainment of human capital systems for all TSA employees. This project covers the implementation and support for TSA’s human capital systems.
Task Description:
As a Federal HR Subject Matter Expert, you will be responsible for providing guidance and expertise to TSA stakeholders. This expertise will cover Federal HR policies, workflows, and best practices from both a functional and system perspective. Your responsibility will cover all aspects of Federal human capital but focus on recruitment business processes and data management. You will work closely with customers, business analysts and process consultants, and team members to understand business requirements and create system designs that align with business and IT strategies while remaining compliant with Federal and TSA HR policies. In this role, you will collaborate with team members across teams within an agile framework and you must communicate clearly and effectively with other team members and customer stakeholders.

• Advisory subject matter services – 60%
• Requirement Gathering/User Story Creation – 20%
• Solution Design – 20%
Required skills/Level of Experience :
Career level with a complete understanding and wide application of technical principles, theories and concepts. Working under only general direction, provides technical solutions to a wide range of difficult problems. Independently determines and develops approach to solutions. Minimum 5 years experience + Bachelor Degree or equivalent (Associate degree +2 years experience; 6 years experience; or relevant professional certification); Successful completion of higher education which has not resulted in a degree may be counted as one year of experience.
• Experience creating requirements and design for Federal HC business process workflows and dashboards
• Experience creating requirements and design for Federal Recruitment business process workflows and dashboards
• Experience working with Federal HC integrations and partners, including USA Staffing, EHRI, eOPF, and other similar systems
• Excellent customer relationship management skills including effective oral and written communications
Nice to have skills:
• Agile certification, preferably with SAFe
• Experience with enterprise design thinking
