Job Description

The Facilities Services department is seeking a Facilities Operations Manager (FOM) to provide oversight and management of multiple libraries within Hennepin County's portfolio of 41 libraries.
 
Location and hours:
This position is located at various Hennepin County libraries and candidates must have reliable transportation and the ability to work at the various locations. Work hours will be Monday through Friday, and vary between 7 a.m. and 5 p.m. This position will be on call 24 hours a day, seven days a week.

This position is internally classified as a Facilities Operations Manager. You must be a current regular or probationary employee   of Facility Services to apply for this position. Limited duration employees not eligible.

In this position, you will:
  • Supervise county and contract employees; hire, train, manage, and evaluate performance.
  • Perform routine building and grounds inspections; maintain all assigned facilities to be in a clean, safe, comfortable, energy efficient, and fully operational condition.
  • Plan, assign, and supervise the operation, maintenance, and repair of building systems and services; enforce safety rules/regulations.
  • Create operating budgets for assigned facilities, prepare monthly budget forecast reports, and maintain/monitor budget accounts in compliance with Hennepin County accounting rules.
  • Conduct and manage facility inspections (e.g., insurance carriers, building inspectors, and accreditation reviews); prepare/update management facilities reports and complete periodic facilities surveys; develop, coordinate, and maintain the facilities management plan, 10-year plan, and facility data.
  • Interact with and support customer groups on a regular basis. 
  • Provide leadership to further department-based strategies that align with county goals, mission, and core values for diversity, equity, and inclusion.

 
Need to have:

  • One of the following:
    • Bachelor's degree or higher in facility management, engineering, architecture, and/or a related field and two or more years of experience in facilities management activities within a large organization(s) with responsibilities involving multiple facilities and supervision of staff.
    • Six or more years of experience in facilities management activities within a large organization(s) with responsibilities involving multiple facilities and supervision of staff.
  • A valid driver's license and the ability to obtain a Hennepin County driver's permit .

 
Nice to have:

  • Certification in facilities management from International Facilities Management Association (IFMA), and/or Building Owners and Managers Association (BOMA).
  • Experience:
    • Supervising, training, coaching, and mentoring staff.
    • Preparing, managing, and administering budgets.
    • Managing multiple, large facilities.
    • Implementing principles and practices of facilities management, organizational planning, and administration.
    • With racial equity, gender equity, LGBTQIA+ equity, and/or people with varying abilities to achieve racial equity. 
  • Knowledge of:
    • Overall operations, materials and repair of building systems, pneumatics, direct digital control, boilers, chillers, and packed refrigeration units.
    • Contract management practices, maintenance programs, leasing, codes, regulations, and efficiency standards.
  • Ability to:
    • Analyze, evaluate, write, and modify operating methods, policies, and procedures.
    • Facilitate meetings, lead work groups, conduct research, and prepare for and make presentations.
    • Read and comprehend building drawings and blueprints.
    • Operate, or quickly learn software programs including building automation systems, energy tracking, financial reporting, CAFM/CMMS, and document management programs.
    • Prepare correspondence using Microsoft Office (Word, Excel, Access, and PowerPoint) software on a routine basis; advanced skills in working with Microsoft Outlook.

The Hennepin County Facility Services Department provides a full range of facility services for county programs and services. The department:
  • Identifies capital needs, responds to and supports capital projects identified by line departments.
  • Develops and manages projects to construct new buildings, refurbish existing buildings, and maintain infrastructure.
  • Operates and maintains buildings.
  • Protects employees, contacts and property.
