Job Description Summary:

Under general supervision, to manage construction projects and to administer contracts for construction, renovation and refurbishment of new and existing park sites and recreation facilities. To coordinate and supervise parks construction staff and to perform other related duties as required

 

Job Description:

ESSENTIAL DUTIES AND RESPONSIBILITIES:

Coordinates and supervises the Parks Construction work group: This includes the following

  • Supervises the Maintenance Person IV, Maintenance Person III, and Maintenance Person II positions as described below.
  • Provides day to day direction, prioritization and problem solving for the safe, efficient and effective delivery of construction, renovation, and capital maintenance services.
  • Plans work sequence for construction and renovation projects.
  • Ensures organized, efficient work and a quality work product.
  • Models a collaborative and cooperative approach to service delivery: conducts activities to support a team approach among maintenance employees including supporting and assisting with conflict resolution as needed.
  • Administers employee performance management system: collaborates to set goals, provides coaching, feedback, and evaluation. Responsible for hiring and training of new employees. Facilitates good communication with co-workers, supervisors and the public.
  • Reviews employee performance, provides feedback, employee evaluations, and facilitates good communication with co-workers, supervisors and the public.
  • Develops and implements training, performance and safety standards for standard and seasonal park workers.
  • Collaborates with other section, division, and department managers to resolve problems and reprioritize as needed. Takes appropriate or long-term corrective action.
  • Solicits bids for annual materials and supplies contracts.

 

Supervises contractors and administers contracts for construction, renovation and refurbishment of new and existing park sites and recreation facilities including, but not limited to, the following facilities: all sizes of urban parks (city, community, neighborhood and pocket parks), recreation centers, swimming pools, tennis courts, ballfields, bikepaths, playgrounds, pedestrian bridges, parking lots, roadways, drainage systems, signs, structures, specialty construction and landscaping.

  • Provides primary point of contact for private contractors performing work for the city.
  • Inspects work in the field for conformance to specifications and quality control daily.
  • Collaborate with other departments to ensure correct approval and permitting process
  • Documents all aspects of the contract administration process.
  • Approves and processes payment for Vendors and Private contractors
  • Adjusts in contract prices; initiates documentation as required.
  • Makes recommendations to staff for adjustments in contract prices; initiates documentation as required.
  • Makes field adjustments/changes to designs as needed or makes recommendations to staff for needed adjustments/changes.
  • Schedules and attends progress meetings with private contractors.
  • Reviews private contractor’s payment applications and makes recommendations for adjustment or payments.
  • Interprets technical aspects of contract documents and utilizes prescribed contract remedies to ensure compliance by the private contractors.
  • Understands and implements legal and technical conditions of contract documents in administration of contracts with private contractors.
  • Acts as the liaison between the contractor and any design consultants/engineers/architects.
  • Makes minor field adjustments/changes to designs as needed or makes recommendations to staff for needed adjustments/changes.
  • Prepares written progress reports on projects.
  • Provides Parks Dept. ADA Audit and Asset management data and support
  • Provides Parks site inspection and facilitates Boulder Valley Revised Code compliance as required
  • Assists in the prioritization and management of the Parks and Planning Asset Management Program

 

Assists with budget management and administration of the operations budget and Capital Budgets, including the following:

  • Assists in the development of the operating budget.
  • Manages Capital Improvement and Repair and Restoration Funds for construction projects.
  • Identifies personnel, material, and equipment needs and estimates costs for identified needs.
  • Manages orders, purchases and inventories of supplies, equipment and contracted services.
  • Reviews historical expenditures and objectives analyzes trends and makes budget projections.
  • Prepares bid specifications, solicits bids and supervises contracted work.

 

Provides direction regarding conservation efforts and sustainability for the Parks and Recreation department, which includes the following:

  • Sustainable construction materials
  • Energy efficient materials
  • Sustainable, low-maintenance, long-lasting building materials.
  • Energy efficient and alternate fuel vehicles and equipment.

 

Manages Equipment and Fleet for workgroup

  • Assigns fleet and equipment to staff
  • Provide adequate training for safe and effective use of equipment
  • Collaborate with Park Operations Manager and Park Supervisors to identify equipment and vehicle replacement needs
  • Assist with purchasing of equipment and vehicles

 

Assists with development of plans and specifications for construction contracts. This includes the following:

  • Reviews architectural, engineering and/or landscape plans and specifications for thoroughness and appropriateness of design, feasibility, economy, and compliance with city standards, codes and specifications. Makes recommendations as needed to ensure functionality and efficiency of proposed plans.
  • Acts as a technical advisor for projects.
  • Drafts specification language as needed to integrate technical specifications with city bid document format. Assembles and develops specifications for projects as required.
  • Reviews plans for opportunities for “green building”. Incorporates resource conservation measures where feasible.

 

Supports department project managers in the process of bidding and administering city projects, or when assigned, assumes complete project management and construction management responsibility on city projects. This includes the following:

  • Schedules, conducts and documents pre-bid meetings for contractors interested in bidding city projects. Follows up with responses and coordinates or drafts addenda as required.
  • Attends bid openings associated with assigned projects.
  • Hires contractors directly when allowable within the parameters of the city’s Purchasing Policy.
  • Makes recommendations for the award of contracts based on outcome of bid process and reference review.

 

Acts as liaison with private contractors and other city departments. This includes the following:

  • Coordinates the contract bidding process with the city’s Purchasing Division.
  • Coordinates construction activity impact on facilities and programs with appropriate departmental staff; maintains contact before, during and after a project as needed.
  • Coordinates multiple entities as required for the construction process, including, but not limited to, public service utilities, telephone companies, ditch companies and city utilities.
  • Provides follow-up information as requested by other city supervisors as needed to maintain improvements completed by private contractors.
  • Reviews projects with the city’s Risk Manager for safety concerns; implements modifications as directed.
  • Responds to questions by the general public regarding construction projects and addresses project related issues as appropriate.

 

Other:

  • Performs related duties as required to meet the needs of the City.
  • Takes proper safety precautions, anticipates unsafe circumstances, and acts accordingly to prevent accidents. Assures the safety of city staff and the public by monitoring and enforcing safety requirements at work sites. Responsible for the safety of self, others, materials, and equipment. Uses all required safety equipment and follows all safety regulations, policies and procedures. Reports all accidents and damage to City property. Requires private contractors to comply with all applicable safety requirements.
  • Responsible for knowing and complying with all City and department policies; participating in professional trainings and development; and adhering to attendance and workplace attire policies.

 

MINIMUM QUALIFICATIONS:

  • General knowledge of contract administration, civil engineering, earthwork, irrigation and drainage systems, plant material, commercial buildings, concrete, and mechanical systems. 
  • Ability to read and understand plans, technical specifications and general conditions.
  • Demonstrated budgetary experience. 
  • Demonstrated verbal, written and graphic communication skills, including report writing and presentation. 
  • Demonstrated ability to establish and maintain effective working relationships with contractors, planning staff, other city personnel and the public. 
  • Demonstrated ability to supervise and coordinate the work of other technical personnel. Ability to learn and work within the city of Boulder building code requirements.
  • Ability to obtain WASH certification. 
  • Ability to obtain City of Boulder “Green Points” contractor certification. 
  • Demonstrated ability to meet deadlines with minimal supervision. 
  • Valid Commercial Class B driver’s license. 
  • Have and maintain acceptable background information, including criminal conviction history and motor vehicle record.

 

PREFERRED QUALIFICATIONS:

  • Related Engineering degree or coursework. 
  • Professional Engineer license.
  • Class “ C” Contractors license.
  • Experience with park, greenway or similar project construction. 
  • LEEDTM Accredited Professional. GIS skills. 
  • Experience with resource conservation practices in building and landscape construction (energy, materials and water conservation). 
  • Familiarity with surveying, masonry, carpentry, asphalt paving, swimming pool construction, play court construction.
  • Familiarity with municipal building permit and public improvement inspection requirements.
  • Experience in project management in a public agency.
  • Knowledge of residential and commercial sustainable/green design and construction techniques, including green building best practices, materials and products; and renewable energy applications.

 

REQUIRED EDUCATION AND EXPERIENCE :

  • Bachelor’s Degree in Construction Management or related field
  • Five (5) years experience in construction management or equivalent experience and education.

Supervision Exercised : Maintenance Person IV, Maintenance Person III, Maintenance Person II and seasonal employees.

 

WORKING CONDITIONS AND REQUIREMENTS:

Physical and Mental Effort

  • Sufficient clarity of speech and hearing or other communication capabilities that permits the employee to communicate effectively on the telephone and in person. Sufficient vision or other powers of observation that permits the employee to operate equipment, review, evaluate and prepare a variety of written documents and materials. Ability to work in an outdoor environment requiring standing, walking, bending, and kneeling. Ability to use all required safety equipment. Body strength to lift and carry equipment and supplies as needed. Ability to work under stress from demanding deadlines, public contact, and changing priorities and conditions.

 

Work Environment

  • Works in a clean, comfortable environment and in an outdoor environment in a variety of weather conditions. Works in a setting subject to continuous interruptions and background noises.

 

Machines and Equipment Used

  • Frequently uses standard office equipment including personal computers, telephones, calculators and copy/fax machines. Uses builder’s level, digital camera and city vehicle. Single and Tandem Axle Truck, Backhoes, Loaders, Snow Plow if needed.
