San Mateo County Health is seeking a well-qualified individual for the position of Community Program Analyst II - Aging & Disability Services.
The Community Program Analyst II position within the In-Home Supportive Services (IHSS) Unit, a community-based service for older adults and people living with disabilities, within the Aging and Disability Services (ADS) Division. The position performs a variety of technical tasks related to monitoring, policy interpretation, policy development, and development of training materials for the IHSS program. Much of the work includes compiling and analyzing data, collaborating with staff and clients/families to ensure a service delivery system that is responsive to the needs of older adults and people with disabilities. Individuals should have knowledge of issues regarding aging, disabilities, functional/cognitive/mental limitations and experience in QA within a large, regulation driven service delivery system.
The Community Program Analyst will conduct QA case documentation reviews, home visits, and consultation as detailed by the California Department of Social Services (State). The analyst will provide technical guidance and education on program regulations and county operations and produce monthly, quarterly and year-end reports for Aging and Disability Services management/executives and State QA/Program Integrity. In addition, the analyst will serve as liaison among social workers, Public Authority and IHSS clients/providers to resolve disputes. The role also includes leading investigations and collaboration with the California Department of Health Care Services on suspected program misuse and oversight of all required QA monitoring work of the unit.
Community Program Analysts provide technical assistance and evaluate program functions to support effective community and client service delivery. They serve as County liaisons with contract service providers, and community-based organizations, ensure compliance with program regulations and procedures and monitor contracts related to assigned programs. Analysts may also perform other work-related duties as required.
The current vacancy is in the ADS Division located in San Mateo, CA, but may move to the South San Francisco office if needed. The position will travel throughout the County to perform the duties of this position. Travel to meetings and training courses located in Sacramento and other counties is also required.

This is a limited term, at-will position. Limited Term Employees are assigned to assignments not to exceed three years. They receive medical and dental benefits, similar to regular employees, and a defined contribution retirement plan. The eligible list generated from this recruitment may be used to fill future extra-help, term, unclassified, and regular classified vacancies.
