SALARY 2024: $52,621, NYS Retirement; Health, Dental and Vision Benefits; Paid time off; CSEA Union; Yearly increases

LOCATION: City of Saratoga Springs – Mayor’s Office – Building Department

MINIMUM QUALIFICATIONS: The following qualification(s) MUST be met and clearly stated on the City of Saratoga Springs employment application form: either

• Graduation from a regionally accredited or New York State registered TWO (2) year college with an Associate Degree in Civil Engineering Technology, Construction Technology, Engineering Science, Architecture or a related field and TWO (2) YEARS of full-time paid experience in the general construction and design; Possession of a New York State license/certification as a Home Inspector can be used to waive the educational requirement OR;
• Graduation from high school or possession of a high school equivalency diploma, which shall have been supplemented by, completed courses in geometry and trigonometry and FOUR (4) YEARS of full-time paid experience in general construction and design.

SPECIAL NOTES:

• Acceptable experience is defined as general construction work involving building, repairing, and/or modernizing buildings, houses, and other structures. Activities primarily involve the performance of a variety of skilled construction and/or maintenance tasks in areas such as, but not limited to, carpentry, finishing carpentry, rough carpentry, plumbing, erection of a building, and masonry.
• The Appointing Authority requires the candidate to complete the New York State required Building Inspector courses. Candidates should also be aware that they are required to take all the NYS Basic Training Program courses to certify as a Code Enforcement Officer and maintain said certification with the required 24 hours of in-service training each calendar year .
• Must possess and maintain a current and valid NYS driver's license for the duration of employment.

DUTIES:

• Under the general supervision of the Mayor and Deputy Mayor with direct supervisor by the Zoning & Building Inspector, this position is responsible for the review of plans and specifications submitted with building permit applications that are primarily residential to ensure compliance with the New York State Uniform Fire Prevention and Building Code as well as the City Code of the City of Saratoga Springs.
• Responsibilities also include inspecting buildings both erected and under construction and/or repair for compliance with approved plans, industry standards, and all applicable City and State Codes.
• This position is primarily that of an Assistant to the Zoning & Building Inspector, and TEMPORARILY (less than 3 months) assumes the responsibility for the Assistant Building Inspector in his/her absence. Does related work as required.

• Reviews, checks, and passes on plans and specifications submitted with building permit applications which are primarily residential for compliance with the building code, the zoning ordinance, and applicable laws before issuing permits;
• Passes on building plans and specifications before issuing building permits which are primarily residential;
• Inspects plans, buildings, lands, and premises in the process of construction or repair for compliance with approved plans and specifications and all requirements of applicable ordinances and laws;
• Explains the requirements of the state building code, the local zoning ordinance, the New York State multiple residence law, and other applicable laws to building contractors and to the general public;
• Issues, signs, and/or denies certificates of conformance with building and zoning regulations and furnishes the prescribed certificates of occupancy following satisfactory completion of authorized work which is primarily residential;
• Assists the other city officials as required.
